Headquartered in Wellington, it supports the NZDF by providing the following: • Joint logistics (maintenance, repair and overhaul and warehousing and supply chain operations), • Joint commercial services (procurement, acquisition and sourcing), • Defence shared services (hub and spoke based shared services). • Joint communications and information services (information & communications technologies), • Physical and protective security services (individual and organisational security), • Business intelligence and analytics (knowledge and information management), and • Leadership and management NZDF strategic programmes and projects. • Chief, Joint Defence Services provides enabling policy and advice internally to the NZDF and externally to NZDF’s stakeholders on a whole of government (WoG) basis. Joint Defence Services is responsible for national and multi-national engagement across the portfolio functions through bi-lateral and multilateral arrangements. Working closely with NZDF’s Capability Branch, the Division’s mission is to acquire the military capabilities needed by the NZDF and ensure that they can be integrated and supported through-life. Project Teams in the Capability Delivery Division are a mix of MoD project management leaders and professionals and NZDF subject-matter experts. They are responsible for problem definition, arriving at a preferred solution, source selection, and contract negotiation and management. Capability Branch works closely with Single Services, Defence Logistics Command, the Defence Technology Agency, the Ministry of Defence, other government agencies and industry to define, plan, acquire, update and manage Defence capability in accordance with government policy. Our mission is to ensure the continuity of appropriate and cost effective military capabilities so that the NZDF remains mission capable and able to contribute meaningfully to the security interests of New Zealand. Capability Branch encourages early engagement with industry that can help shape the future Defence Force. Capability Branch is led by Assistant Chief Capability Brigadier Matt Weston NEW ZEALAND DEFENCE PROCUREMENT RESPONSIBILITIES The Ministry of Defence (MoD) and the New Zealand Defence Force (NZDF) share accountability for the Defence Capability Management System; the personnel, equipment, platforms and/ or other material that affect New Zealand’s capacity to undertake military operations. The Capability Management System is about more than just acquiring military equipment. The system operates across all phases of the capability project life cycle from policy, to identifying what is required to deliver it, and then purchasing, introducing, operating, and eventually disposing of or replacing it. The people who make up this system come from both the Ministry of Defence and the NZDF. The aim of both organisations, working together, is to operate a Capability Management System that delivers the right capability on time and to budget using best practice in all activities. The two main categories in the Capability Management System are Defence-led and NZDF-led. What determines whether a project is Defence-led or NZDF-led is the level of scale and risk. All medium-level to high-level scale and risk projects are Defence-led and all low-level scale and risk are NZDF-led.
